“Go to market strategy” is the plan that you intend to use to sell your product or service.
The plan typically decribes who your customers will be, how you intend to reach them, what advantages you have over your competitors, etc.

When you have a product or service that you want to bring to the marketplace, you need to first of all understand who your market segment is (which particular customers you’ll be going after). Once you’ve decided that, you need a ‘go to market strategy’ (all of the steps you’ll take to get that product into the hands of the customer -advertising, what channels you’ll use to sell it, what price it’ll be, how will it be discounted, how you’ll support it and ……)

“go to market strategy” means different for different person, in case it is your advertiser, probably he referring to issues like, 1. Target Audience,
2. Market Position of your product,
3. Reliability factor of your product,
4. Preferred Media,
5. Your Annual Budget for a particular event, etc.
